Wheel Tax? Or Property Tax Increase?
The Coffee County Budget and Finance Committee has decided to advise the Coffee County Commission to place a wheel tax referendum on the August ballot. How the referendum would be worded is still up in the air.
The Budget and Finance Committee, had asked Vernita Davis head of the election commission if the voters could choose between a wheel tax versus a property tax on the referendum, but Davis said this choice was not an option. She said you could give a choice between a $25 wheel tax versus a $50 tax for example.
The concern of the Budget and Finance Committee is how to raise the extra money needed to operate the new county jail and workhouse, as well the new county middle school. Some officials say a property tax increase as high as 37 cents could be required if a wheel tax referendum fails to pass.
108th Tennessee General Assembly Has Wrapped Up
The 108th Tennessee General Assembly has adjourned after a session that included the passing of a $32.4 billion spending plan that does not give pay raises to state employees or teachers.
Gov. Haslam had planned to give a one percent pay increase to state employees and a two percent raise to teachers, but later said he wouldn’t be able to because of poor revenue collections. The budget is expected to have a shortfall of about $277 million.
Legislation that passed included measures to allow wine sales in grocery stores, fight meth production and give high school graduates free tuition at community colleges.
Unemployment Rate Down In March
Tennessee’s unemployment rate for the month of March was 6.7 percent, which is two-tenths of one percentage point lower than the 6.9 percent rate in February. That’s according to Tennessee Labor Commissioner Burns Phillips.
The Tennessee rate is equal to the national unemployment rate, which remained unchanged at 6.7 percent.
Over the past year, Tennessee’s unemployment rate decreased from 8.3 percent to 6.7 percent. The number of unemployed persons is the lowest since June 2008.
COMPASS Test Available At Motlow
Motlow College is offering the COMPASS Assessment test on the Moore County campus, and the Fayetteville, McMinnville and Smyrna centers. The COMPASS test is a computer testing system and helps determine students’ academic readiness in reading, writing and mathematics for college level work. Test results determine which courses are best suited to the students’ level of readiness. The first initial test is provided free of charge. Students who take the COMPASS test and feel their test results have placed them incorrectly may challenge their initial placement score and retake the test or portions of the test. The college charges a $10 challenge fee for each portion of the test or $20 to challenge the entire test. Students who are 21 years of age or older must take all three portions (reading, writing and math) of the COMPASS test unless they have valid ACT scores on file or collegiate credit from an accredited college or university. Coffee Middle Wins Conference Title, Plus Other Sports
Lavergne got their bats going early against Coffee County in the Border Battle softball tournament on Friday afternoon. Lavergne held a 5-1 lead after just 2 ½ innings. Coffee County fought back with 2 runs in the third on a homerun by Anna Spellings. Coffee County playing without a few of its starting players due to Friday night’s prom managed to tie the game in the 4th at 5-5. Due to the time limit the game would end with scored tied. Spellings led the hitting attack knocking in 3 runs.
Greenbrier was the next opponent for Coffee County in the Border Battle in Fayetteville. Greenbrier scored two runs in first and that lead would hold up for the 2-1 win. Kaylee Skipper had two hits and an RBI for Coffee County.
The loss dropped the Lady Raiders to 16-9-1 on the season.
The Coffee County High School softball team played Richland on Saturday morning. After leading 2-0 the Lady Raiders could not hold off Richland. Tied at two going into the 7th Coffee County scored twice but a 3-run homer by Richland gave them the 5-4 win. Haley Hinshaw and Kaylee Skipper had two hits each for the Lady Raiders.
An ace performance by Brianna Jones led the Coffee County Central Lady Raiders to a 4-0 win over Stewarts Creek on Saturday.
Brianna got the win for the Lady Raiders thanks to 11 strikeouts and allowing just one hit.
The players that did not play on Friday or Saturday morning due to the prom were back with the team on Saturday afternoon.
Shelby Giles and Bethany Baker had 2 hits and an RBI each.
In Coffee County’s final game of the Border Battle the Lady Raiders fell to Dickson County 2-0. Despite giving up no earned runs Brianna Jones took the tough luck loss.
Coffee County at 17-11-1 on the season will play at Tullahoma on Monday night at 7pm. The game will be broadcast live on Thunder Radio.
The Westwood Rockets baseball season came to a close in the elimination bracket of the Duck River Valley Conference Tournament on Friday night. The Rockets dropped a heartbreaking 14 to 5 decision to Moore County to close out Tyrell Campbell’s first season at the helm of the Rocket program. Carlos Medina finished his Rocket career going 3 for 4 at the plate with an RBI. Hunter Courtoy was 2 for 4 and Chance Lowery was 1 for 3 with 2 RBI.
4/19/14 —- William Dean Jackson
William Dean Jackson, age 71 of Manchester, Tennessee, passed away on April 15, 2014.
Mr. Jackson retired from Arnold Engineering Development Center (AEDC) where he served his entire working career as a Professional Photographer. He was also a United States Army veteran serving in Korea from 1960-1962.
He was born inTullahoma, TN to his parents, the late Claude Jackson and Eva Lee Gilley Jackson. He was also preceded in death by his brother, Don Jackson.
He is survived by Barbara Ann Jackson of Manchester, the mother of the children, Dana L. Thompson and her husband Scott of Manchester, William D. Jackson II and his wife Julie of Manchester, Michael Clark of Tullahoma, Debbie Waggoner of Atlanta, GA and Dennis Waggoner of Hillsboro; sister, Mary Anne Wright (Terry) of Cornelia, GA; eleven grandchildren, Daniel Phillips, Kristin Wilder, Derek Phillips, Mary Beth Jackson, Brandy Vincent, Josh Clark, Jason Davis, Cody Davis, Brianna Thomas, Andrew Waggoner and Alex Waggoner; several great-grandchildren; and a host of other relatives and friends.
Visitation will be on Saturday, April 19, 2014 from 12:00 p.m. – 2:00 p.m.
The Memorial Service will be conducted on Saturday, April 19, 2014 at 2:00 p.m. at the Chapel of Central Funeral Home with Brother Brad Grosch officiating.

4/21/14 —– Rawlin Cleveland Jernigan, Sr.
Rawlin Cleveland Jernigan, Sr., age 76, a McMinnville, TN resident and
Concord, TN native died April 18, 2014 at River Park Hospital following a
brief illness.
He was the son of the late Roy C. and Nettie McClaran Jernigan and member of
Westwood Church of Christ. In addition to his parents, he was preceded in
death by sister, Mary Katherine Couser, great-grandson, Hayden Colton
Wilcher and mother of children, Jo Jernigan.
Mr. Jernigan was employed with the Department of Defense (Air Force Command
at AEDC and Naval Sea System Command, Dehlgren, Virginia) and Martin
Marietta, Orlando, FL Dept. of Defense. He was manager for Computer Systems
and Communications at Arnold Engineering Development Center (AEDC), received
Bachelor of Science in Electrical Engineering at Tennessee Technological
University and Master of Science at Middle Tennessee State University,
member of the honor society PHI KAPPA PHI. While working thirty-two years
with the Government he was given the opportunity to preach and work with the
following churches of Christ: Full time Mission Work for two years in
Germany, Fredericksburg VA for seven years, Russian Mission work (Kiev one
month) and Jail Ministry Central Church of Christ for seven years.
Mr. Jernigan was the loving father of five children, Rawlin Cleveland
Jernigan, Jr., Jan Jernigan Wilcher, Jill Jernigan Ferrell, Paul Randall
Jernigan and Timothy Allen Jernigan and wife, Brittany, all of McMinnville.
He is also survived by six grandchildren, Chad Wilcher, Connor Jernigan,
Wyatt Ferrell, Zachary Jernigan, Xander Lee and Dayton Jernigan; one
great-grandchild, Dalton Wilcher; brother, Bobby Jernigan of Tullahoma and
sister, Dolores Reep of McMinnville, special niece, Marliene Gipson of
Lewisburg, TN; several nieces and nephews.
Funeral service will be 12:00 P.M. Monday, April 21, 2014 in High’s Chapel
with Coy Hathcock and Eben Gilbert officiating.
Interment will follow in Cothran Cemetery in Unionville, TN.
Visitation will be 11:00 A.M. to 8:00 P.M. Sunday, April 20, 2014 and 9:00
A.M. Monday until time of service at High’s.

Funeral services for Lucille Spencer, age 89, of Tullahoma will be conducted at 3:00 PM Saturday, April 19, 2014 at Tullahoma Funeral Home.
Burial will follow in the Lynchburg City Cemetery.
Visitation with the family will be held from 1:00 PM till 3:00 PM Saturday at the Tullahoma Funeral Home.
Mrs. Spencer was born in Moore Co., TN to the late Leonard and Naomi Gore Simpson. She is also preceded in death by her husband, Reed Spencer.
She was a member of the Pleasant Hill Methodist Church in Moore Co.
She is survived by a daughter, Dianne Akers, two sisters, Katherine Smith and Johnie Clark and two grandchildren Richard and Rhonda Akers.
