Former Youth Minister Pleads Guilty To Statutory Rape

Joseph Todd Neill

A former Bedford County youth minister pleaded guilty to two counts of statutory rape by an authority figure Thursday.
Joseph Todd Neill, 38, agreed to serve a sentence of four years at 30 percent, with both counts to be served concurrently.
That sentence will also be served concurrent with the federal sentence Neill received in July — three years, four months for a single charge of possessing child pornography.
Two counts of sexual exploitation of a minor (possessing child porn) were dismissed in a Bedford County court as part of the local plea deal.
As part of Neill’s federal plea deal, he admitted to initiating a sexual relationship on more than two occasions with a minor who was a member of the church where he was a youth minister.
During the investigation of the statutory rape charges, Shelbyville police seized Neill’s cell phone and found 72 images of minors engaged in sexually explicit conduct.
He also was sentenced to 10 years of supervised release in the federal case, during which time he must participate in a program of sex offender mental health treatment.

Northgate Mall Asking For The County’s Help

northgate-mall-entranceThe Coffee County Commission will hear a proposal from the Tullahoma Area Economic Development Corporation at its next meeting on Nov 18. The proposal will be for tax-increment financing (TIF) for proposed public improvements to Northgate Mall.
In addition to the proposed public improvements of up to $1.8 million, Northgate LLC plans to invest an additional $12-14 million in upgrades to the mall itself in an attempt to attract new, higher-end retailers.
According to the Tullahoma Area Economic Development Corporation, tax-increment financing is a way for counties and municipalities to attract retail and other types of development at minimal risk to the taxpayer and reduced cost to the developer at the same time.
The $1.8 million portion designated for government financing involves upgrades that benefit the public, such as paving, drainage improvements and landscaping. The remaining $12 million or so of improvements are designed to enhance the mall’s commercial appeal to attract more and better stores.
The final amounts to be financed by the city and county have not been completely worked out, but should come to roughly $750,000 to $800,000 each, if approved. (The Tullahoma News)

An investigation by agents with the Tennessee Bureau of Investigation has resulted in a Cannon County attorney pleading guilty to theft and agreeing to disbarment for at least five years.
At the request of then-16th District Attorney General Bill Whitesell, TBI Special Agents began investigating Dale Peterson on July 16th. Peterson had been an attorney representing the Riverside Center medical facility in Woodbury.  The services he provided included filing documents and paying filing fees on behalf of the facility. During the course of the investigation, agents learned that between March 2012 and July 2014, Peterson stopped filing documents with the Cannon County Clerk’s office and kept the filing fees for himself. As the investigation began, Peterson admitted his role in the theft and assisted agents in returning files to the Clerk’s office.
On Thursday, Peterson pled guilty to Theft over $1000 through a criminal information plea. He agreed to be disbarred from the practice of law for no fewer than five years and to pay restitution in the amount of $20,551. Peterson was booked at the Cannon County Sheriff’s Department after his court appearance.

For the past month, Coffee County First Responders have been preparing a plan of action to handle an Ebola Case if one were to strike in Coffee County. Through many meetings and drills, the local EMA, EMS, Fire, & Police Departments along with Coffee County’s 3 Hospitals have created a plan that includes extraction of the Ebola patient, transferring the patient to their chosen hospital, and safely removing all potentially contaminated items from their team members. According to the Coffee County Director of EMS, Michael Bonner, these drills have allowed an already cohesive relationship between the departments to grow even stronger. If Thursday night’s crowd is any indication, the Coffee County Middle School varsity basketball teams should expect to play in front of packed gyms all season. The Raiders and Lady Raiders hosted North Franklin in their home opener and came away with a pair of convincing wins.
In the girl’s game, the Lady Raiders shook off a shaky start to tie the Gatorettes at 6 with 1:20 left in the 1st quarter prompting North to take a time out. From that point, Coffee County held North to 3 points over the next 12 and a half minutes of game time in route to a 30 to 13 win. Abby Morgan carried a hot shooting touch all night netting 20 points to lead Coffee County. Alisha Jennings and Julia Duncan each added 6 points as the Lady Raiders improved to 5 and 0 on the young season.

The Red Raiders got off to an even shakier start as they struggled to find the bottom of the net from the field or the free throw line in the 1st half. Trailing 8 to 3 after 1 quarter, the Red Raiders limped into the half as they missed a layup at the halftime buzzer to trail 12 to 7 at the intermission. The halftime adjustments of Coach Jonathan Oliver seemed to pay immediate dividends as Briggs Haithcock culminated a comeback rally with a 3 pointer to tie the game with 3:45 left in the 3rd quarter. Harley Hinshaw gave Coffee County their first lead of the game with a put back off an offensive rebound as the Red Raider defense held North scoreless in the 3rd quarter. North battled back to tie the game with 2:21 remaining on a 4 point play, but the Coffee Middle defense got layups on successive possessions off of steals to put down the pesky Gators by a final score of 27 to 22. Weston Hargrove had 7 points for Coffee County while Harley Hinshaw came off the bench to add 6 points. With the win, the Red Raiders improved to 4 and 1 on the year.

The Lady Rockets of Westwood Middle followed that recipe to perfection on Thursday night as they roared out to a 14 to 4 lead after 1 quarter of play as they rolled up Liberty by a final score of 30 to 12. The Lady Rocket defense shut out Liberty in the 3rd quarter and held them to 4 points in the other 3 quarters as they improved to 4 and 3 on the season. Ashley Starks led the Rockets in scoring with 10 points while Morgan Jones added 8 points and Karen Medina scored 5 points.

The Rockets were not as successful in getting the hot start as they saw the visiting Patriots roar out to a 16 to 2 after the first 6 minutes. A furious 2nd half rally could not erase the cold shooting start as the Rockets fell by a final score of 42 to 32. Marcus Pendleton led the Rockets in scoring with 16 points while Isaiah Owens came off the bench for a pair of 3 pointers to finish with 6 points.
Westwood welcomes Cascade to the Joel Vinson Gym on Monday night for a conference doubleheader. The girl’s game is set to tip off at 6:00 PM.

You might think that a 10 game season would not allow a lot of information for an in-depth analysis of a basketball team. However, it is safe to say that the 6th grade Raiders and Lady Raiders of Coffee County Middle School provide a strong indication of bright days ahead for area basketball fans. The Raiders and Lady Raiders closed out the season on Friday night at Morrison with a pair of wins over their Warren County rivals. In girl’s action, the Lady Raiders got their 9th win on the season as they dismantled Morrison 46 to 8. The Lady Raiders held Morrison to 2 points in the 2nd half as their defense shut out the hosts in the 4th quarter. Bella Vinson scored 25 points on the night for Coffee Middle as Kylie Phillips and Kaitlin Zuzich each added 6 points.
