Arrest made after Tuesday police chase in Coffee County

Coffee County deputies arrested Daniel Ray Rainey on Tuesday, Sept. 10 after a pursuit that ended at Lumley Stand and Ramsey Green Roads. 

Rainey, who is 35, has been charged with evading arrest, reckless endangerment, driving on revoked or suspended license, manufacture, delivery, sale of methamphetaines and tampering with evidence. He was arrested by deputy Blake Simmons.

According to his intake information, Rainey is being held on $35,000 bond. 

Commission vote ends in tie to fill district 8 seat

The Coffee County Commission met Tuesday night, Sept. 10

One key item on the agenda was to fill the vacancy on the commission for District 8. The commission voted three times in an attempt to fill that seat, but all three times ended in a 9-9 tie vote between Jeff Keele and Tim Brown. Two commissioners were absent. The seat will remain unfilled until the commission can meet again and select someone.

The next scheduled meeting is in November. The mayor’s office said that a special-called meeting could be set for October, but that is undecided at this time. The seat is vacant after freshman commissioner Emily Howes resigned when she moved out of the district. 

Two arrests made in animal cruelty case

We have an update to a story that Thunder Radio News first brought to you last week. Arrests have been made in the case of animal cruelty in which 17 dogs were found in poor condition on Ute Dr. In Beech Grove. 

Arrested on Tuesday, Sept. 10 were Sharon Lenore Chaffin, 46, and Earnest Doyle Chaffin, 51. Both charged with cruelty to animals with an $8,500 bond.

On August 30, deputies responded to a call at Ute Dr. to a complaint that a puppy had fallen out of a second floor window of a house across the road from the complainant.

Deputy Austin Wilson was allegedly greeted at the residence in question by three aggressive pitbulls. Wilson used pepper spray to keep those dogs away. Wilson’s report states that he found the door open and a wooden board keeping more puppies from getting out, but found other dogs entering and exiting the residence. Upon a welfare check of the home, Wilson states in his report that it appears no one was in the home, nor had anyone been home recently. The report states that multiple dogs appeared to be malnourished, and no food or water appeared to be present. One dog was found to be in a cage, malnourished and dirty.

Animal control took the dogs, including one that had open wounds. Five dogs were found chained up and caged in the yard that appeared to have no food or water. Those dogs also appeared to be malnourished and neglected, according to Wilson’s report. Deputies were unable to locate the owners at the time of the call.

Rec center to shut down next week for maintenance

Next week will be the annual shutdown for the Manchester Recreation Center, which annually shuts down for cleaning and maintenance during the week of the Coffee County Fair. From Monday, Sept. 16, through Sunday the 22nd, the center will be closed. It will re-open at 5 a.m. Monday, Sept. 23. Manchester police arrest man after chase through residential neighborhoods

An Ohio man was arrested Sunday after allegedly leading Manchester police on a high-speed pursuit through residential neighborhoods off of Hills Chapel Rd. 

At approximately 6:30 p.m. Sunday, police were dispatched to a residence on Forrestwood Drive to a man causing a disturbance, beating on the front door of the home with something metal. The complainant advised officers that the subject was possibly under the influence and could possibly be armed with a gun.

Manchester Police Department officer Antonio Frost observed the vehicle matching the suspect’s leaving the area upon his arrival. According to Frost’s report, when he attempted a traffic stop the suspect  turned onto Indian Springs and accelerated at a high rate of speed. The suspect returned to Hills Chapel Rd, in the process passing other vehicles on the wrong side of the road almost causing several crashes, according to Frost. The suspect then turned onto Fox Creek Court and drove between houses, striking a fence and entering West Doak Rd. The suspect’s vehicle drove through another fence and a back yard and coming out on Heritage Circle. Officers found the vehicle disabled near a ditch behind Trinity Baptist Church. Officers were able to find the suspect hiding behind overturned yard furniture on East End Rd. The suspect was identified as Kyle Anthony Campbell, 33, of Ohio, who stated that he was here trying to see his kids, who he had not seen in five years. Officers determined that Campbell appeared to be under the influence and had a strong odor of intoxicant coming from his person. A metal jack handle was found in the vehicle that police think Campbell used to beat on the door of the residence. 

Campbell was charged with aggravated assault, public indecency, driving under the influence, vandalism, evading arrest, resisting stop halt frisk and reckless endangerment. He posted $11,000 bail early Tuesday morning, according to records. 

Patriot Day ceremony set for Wednesday night to remember 9/11

There will be a Patriot Day ceremony held at 7 p.m. Wednesday night at Coffee County Middle School.

The ceremony will remember those who perished in the Sept. 11 attacks and honor local first responders. The event is open to the public and everyone is welcome to attend. Coffee Middle School is located at 3063 Woodbury Highway, Manchester. 

Tullahoma approves hire of Williams as police chief

The Tulllahoma Board of Mayor and Aldermen voted 6-1 in a meeting Monday night to approve the hire of Jason Williams as the chief of police for the Tullahoma Police Department. The move comes at the recommendation of city administrator Jennifer Moody. 

The board had to approve Moody’s recommendation, per city charter. Alderman Daniel Berry was the lone dissenting vote.

Williams was one of four finalists for the position. Currently he is the chief deputy of the Bedford County Sheriff’s Department. Before the he was a lieutenant with the Shelbyville Police Department. 

Other finalists for the job were Phillip Sullivan of Abington, Virginia, Michael Anderson of Franklin, Tennessee and Phil Henderson, who was serving as the acting chief for the Tullahoma Police Department.  

Tullahoma was looking for a police chief after longtime former chief Paul Blackwell pleaded no contest to tampering with evidence in April. 

Manchester police trying to identify driver who nearly struck child in school zone

The Manchester Police Department needs your help identifying the driver of a vehicle. According to MPD, This vehicle sped through College Street Elementary school zone last week, passed two buses with their warning lights and stop signs activated and nearly struck a child getting off one of the buses.

The vehicle appears to be a champagne colored, two-door sedan. If you have information, contact Chief Investigator Jackie Matheny at 931-728-2099.

New students sworn in as safety patrol cadets

The Coffee County Sheriff’s Department held ceremonies Monday to swear in students into its Cadet Safety Patrol program. 

A total of five students at North Coffee Elementary, six at Hillsboro and six at New Union elementary school were sworn in to the program Monday. All of the students are fifth graders.

The cadets are selected by teachers at each elementary school and will have duties of helping with special events at the school and other duties through the year. The Coffee County Sheriff’s Department will also use the students for special tasks through the year. They will also have an opportunity to attend the Coffee County Sheriff’s Department cadet camp at the end of the school year.

Coffee County Commission set to meet Tuesday

The Coffee County Commission will meet at 6 p.m. Tuesday at the Coffee County Administrative Plaza. There are several items on the agenda, one of them is voting to fill the empty seat in District 8 – a seat that was vacated by Emily Howes, who moved from the district earlier this year.

According to the Coffee County Mayor’s office, those who expressed interest in the positions to the mayor’s office were Jeff Keele, Kevin York and Tim Brown. The commission will need to approve a replacement. The meeting is at 6 p.m. and open to the public.
