Two Accidents Lead to the Arrest of Tullahoma Man
On Saturday (January 20th, 2018) Manchester Police responded to a hit and run accident on the Tullahoma Hwy. Officers state that Orlando Ferez Hayworth age 42 of Johnson Lane, Tullahoma allegedly struck another vehicle and then fled the scene of the accident without reporting it.
According to the arrest warrant, Officer Jamie Norris states that Hayworth then crashed his vehicle on the 2800 block of the Tullahoma Hwy while leaving the scene of the first accident. The man then allegedly fled on foot from his vehicle before being located by officers. When officers caught Hayworth, they stated in the warrant they detected the odor of an intoxicant about the man. Hayworth also allegedly had slurred speech, blood shot eyes and was unsteady on his feet. The warrant states that the man admitted to drinking to the officer and tests were conducted with the man allegedly performing poorly on all the tests given.
Officer Norris then transported the Hayworth to Unity Medical Center for a blood-alcohol test, results are pending.
The man, according to the warrant, was also found to have no insurance for his vehicle at the time of his accident.
While being checked into the Coffee County Jail, Hayworth allegedly spit in the right eye of Sgt. Floyd Rowell when correction officers were asking him to empty his pockets.
Hayworth was charged with DUI, leaving the scene of an accident, failure to report an accident, failure to provide proof of insurance and assault. He bonded out of jail and is set to appear in court on March 27, 2018.
Road Work to Close Manchester Street on Tuesday
The City of Manchester Street Department will be conducting some needed work on Tuesday (January 23. 2018). The work being done is to repair the tile under the roadway. This will have Rye St (from Hwy 41 to Hwy 55) closed for the time it takes to repair the tile.
The City of Manchester Street Department would like to thank the public for their cooperation, so the work can be done safely.

Coffee County to Receive $6 MIllion for Road Work around Bonnaroo
The replacement of the bridge over Wolf Creek is expected to cost about $2 million, and the grant funds will cover 80 percent of that expense.
The road upgrade is expected to cost between $4 and $5 million, with the grant covering 50 percent.
Bonnaroo representatives say the objective is for the matching funds to be paid with funds collected from ticket fees. Festival representatives have proposed a $4 fee for each ticket sold to go to an infrastructure fund.
The contract between Coffee County and festival organizers ended June 30, 2017.
According to a new proposed agreement this would eliminate a $3 per ticket fee and the $30,000 annual flat fee that the county receives from Bonnaroo. The proposed $4 fee per each ticket sold will go to an infrastructure fund to be used for improvements on or around the festival’s grounds.
The new contract is still being negotiated.
TennCare Paid Out $2.7 Million to Managed Care Organizations for Patients that are Deceased
A federal audit estimates Tennessee’s Medicaid program overpaid managed care organizations by $2.7 million over seven years for patients who were already deceased.
A December audit by the U.S. Department of Health and Human Services inspector general says TennCare should recover the money and return a $1.8 million federal share.
TennCare Deputy Commissioner Wendy Long responded that the state has recouped a significant portion of the money through a software change, will recover the rest and will return the federal share. She said TennCare is working to understand why its death list differed from what auditors had.
TennCare spokeswoman Sarah Tanksley said the cases represent a small number of unique circumstances worth about $130,000 each year. She says TennCare paid $30 billion-plus to managed care organizations in that timeframe.
Tennessee Creates 28,700 Jobs in 2017
Tennessee Gov. Bill Haslam and Department of Labor and Workforce Development Commissioner Burns Phillips recently announced Tennessee ended 2017 with more than 28,000 new jobs across the state in the last year and an unemployment rate nearly 2 percentage points lower than 2016.
In 2017 a total of 28,700 nonfarm jobs were created across the state. The largest increases occurred in the leisure and hospitality industry, followed by education and health services. Since 2011, 391,300 net new private sector jobs have been created in Tennessee.
Tennessee first marked a historic low unemployment rate in June at 3.6 percent, which was bested by the July rate of 3.4 percent, and then fell even lower in August to 3.3 percent. It hit a new historic low of 3 percent in both September and October. November’s rate inched up to 3.1 percent.
Tennessee’s unemployment rate continues to post well below the national rate of 4.1 percent, which has remained unchanged since October.

Onis A Shelton, of Lynchburg, passed this life on Saturday, January 20,
2018 at Tennova Healthcare Harton at the age of 70 years. Funeral Services
are scheduled for Wednesday, January 24, 2018 at 11 AM at Lynchburg Funeral
Home with burial to follow at Lois Cemetery. Bro. Forrest Bryan will
officiate. Visitation will be Tuesday, January 23, from 5 – 8 PM at
Lynchburg Funeral Home.
A native of Taft, TN, he was the son of the late James Thomas and Lucille
Walden Shelton. He was a U S Army Veteran and a member of the Lois Church
of Christ. Mr. Shelton retired from the Redstone Arsenal. He enjoyed
rabbit hunting, fishing and gardening.
In addition to his parents, he was preceded in death by brothers, Joe and
James Shelton and sisters, Mary Lois Shelton and Faye Mason.
Mr. Shelton is survived by his wife, Dara Shelton of Lynchburg; son, James
Shelton and his fiancé Angie Hitchcock of Mulberry; daughter, Angie Harris
and her husband, Larry of McBurg,TN; brothers, Charlie Shelton and his
wife, Judy of Columbia, Johnny Shelton of Summertown, Paul Shelton and his
wife, Janice of Elora, Kenneth Shelton and his wife, Loretta of Elora, Pete
Shelton and his wife, Kathy of Fayetteville and Timothy Shelton and his
wife, Michelle of Ripley, MS; special aunt, Julia Robinson of Lynchburg and
seven grandchildren.
In lieu of flowers, the family has requested memorial donations be made in
his honor to Camp Joy, P O Box 8192, Lynchburg, TN., 37352.

Coffee County Splits Friday Doubleheader at Lawrence County
Playing a rare afternoon district game, Coffee County traveled to Lawrenceburg on Friday to take on Lawrence County. With the girls’ game tipping off at 4 PM, a small crowd was on hand to watch Coffee County fight to a split of the district doubleheader. The Lady Raiders rolled to a 56 to 27 win while the Red Raiders fell 54 to 40.
After leading by 4 points at the end of the first quarter, the Lady Raiders outscored Lawrence County 44 to 19 in the final 3 periods to claim the season sweep over the Lady Cats. The win was the first for the Lady Raiders in Lawrenceburg since 2003.
Jacey Vaughn led Coffee County in scoring with 16 points while Jenna Garretson added 12. Abby Morgan chipped in 5 points as the win improves the Lady Raiders to 17 and 2 on the season and 5 and 1 in district play. Vaughn and Garretson were named the Crazy Daisies co-players of the game.
The Red Raiders held a 38 to 36 lead with 2:10 left in the 3rd period. From that point, Lawrence County scored the next 13 points to seize control of the game and hand Coffee County its first district loss. Coffee County was held to 2 free throws in the final 10 minutes of the game.
Darius Rozier led Coffee County in scoring with 13 points. De’Aaron Rozier added 7 while A.J. Rollman and Garrett Booth each chipped in 6. Rollman was named the Crazy Daisies player of the game. The loss drops the Raiders record to 12 and 5 overall and 5 and 1 in district play.
Coffee County will hit the road on Tuesday when they travel to Columbia. The girls’ game will tip off at 6 PM. Thunder Radio begins live coverage at 5:50 PM with the Char-El Apartments and Home Rental Pregame Show.

Fire Burns Manchester Home
Tullahoma Fire & Rescue responded to provide coverage for the city while crews were combatting the late-night blaze. Tullahoma also responded with their air truck to provide much needed air support on the scene during overhaul actions.
Coffee County EMS, Manchester Police and the Coffee County Communication Center provided excellent support and assistance. According to Fire Chief George Chambers, there were no injuries during then incident and the cause is under investigation.
DUI Suspect Stopped in Coffee Co. After Allegedly Hitting Nashville Policeman
A Nashville Police officer was injured while responding to an early Sunday morning hit and run crash on I-40.
Several lanes were shut down at the time after two people were hit by a driver who didn’t stop.
The officer was taken to an area hospital to be treated.
A witness called police with a possible license plate number. That car was later stopped by the Tennessee Highway Patrol in Coffee County for suspected DUI.
Bedford County Jail Escapee Captured
Andrew Marshall was visiting his wife’s grandmother in Estill Springs when taken into custody by Franklin County deputies.
Marshall escaped the jail twice in 2017.
Marshall had just finished taking a shower around 1:30 a.m. Thursday when he ran out the door at the jail’s sally port. It had been left cracked open by a jailer taking a break.
The Bedford County Jail is to be replaced with a new facility within the next few years. The facility is extremely overcrowded and in poor condition.
