Julia Vinson Roan
Mrs. Julia Vinson Roan, 79, passed away unexpectedly
Saturday August 8, 2020 at the Unity Medical Center in Manchester,
Tennessee. She was born in Montgomery, Alabama on September 14, 1940 to
Bennie Frank Vinson Sr. and Alice Drummond Vinson who preceded her in death
along with her husband, Forrest Collins Roan Jr.
She was a member of the Hillsboro United Methodist Church and was a retired
Medical Technician.
A loving mother who cherished her family and friends (and her dog, Max).
She was an avid reader and book collector who loved to exchange her latest
finds with kindred spirits. She was a talented seamstress and crafter who
shared her creations with others.
She is survived by her son, Stephen V. Roan and his wife, Esra of Memphis,
Tennessee; daughters, Beverly Allen and her husband Dale of Athens, Alabama
and Brenda Lovelady and her husband Donnie of Manchester; brother, Bennie
Frank Vinson Jr. and his wife, Amanda of Birmingham, Alabama;
grandchildren, Chelsea Bean, Alexander Brock, Benjamin and Emre Roan; great
grandchildren, Cassidy Murch and Emelia Bean.
A visitation with family and friends will be held Friday August 14, 2020
from 2:00 PM – 6:00 PM in the parlors of Central Funeral Home, Manchester,

A private service will be held at the Hillsboro Methodist Church with
Pastor William Bailey officiating.
Leroy Blaylock
Visitation for Mr. Leroy Blaylock, age 61, of Manchester, will be conducted
from 10:00 AM until 10:45 AM on Wednesday, August 12, 2020, at Manchester
Funeral Home. A graveside service will be held at 11:00 AM, following the
visitation at Fredonia Cemetery. Mr. Blaylock passed from this life on
Friday, August 7, 2020, at Unity Medical Center in Manchester, TN.
Leroy was born in Manchester on September 9, 1958, the son of William and
Betty Blaylock. He worked for Coffee County Rural Solid Waste for many
years. He was a loving father, grandfather, brother, and uncle.
Leroy is preceded in death by his father, William Blaylock; infant brother,
Ben Blaylock. He is survived by his mother, Betty Blaylock; son, Steven
Blaylock; daughter, Crystal Gabriel; grandson, Steven Gabriel; three
brothers, John Blaylock (Stephanie), Charles Blaylock, and John Roy
Blaylock; three sisters, Kathy Nickles, Louvenia Kimbril (George Hyde), and
Betty Brandon (Thurman); several nieces and nephews.

Patrick Noel Newlin
Mr. Patrick Noel Newlin, age 44, of Manchester, passed from this life on
Friday, July 24, 2020, at his residence. He was born on November 30, 1975,
in Klamath Falls, Oregon, the son of Ivan and Carol Newlin.
Patrick attended public schools in Casper, Wyoming, Bedford, Texas, and
then graduated in 1994 from Coffee County High School in Manchester,
Tennessee. Patrick enjoyed spending time with his family, camping,
listening to music, and participating in church activities. He was a
Christian and was baptized in 1986 at Sunrise Baptist Church in Casper,
Wyoming.
Patrick is preceded in death by his father, Ivan Newlin of Madison,
Tennessee; paternal grandparents, Henry and Pearl Newlin of Manchester,
Tennessee; maternal grandparents, Jay and Dorothy Plessinger of Indiana;
special uncle, TR Newlin of Manchester, Tennessee. He is survived by his
mother, Carol Newlin; sister, Amanda R. DeFelice of Nashville, Tennessee;
nephew, Grant DeFelice of Nashville, Tennessee; special little sis, Genesis
Smith of Nashville, Tennessee; special uncle, Fredrick Newlin (Trish) of
California; special aunt, Martha Maulk (Stan) of Manchester, Tennessee;
special aunt, Barbara Parker (Charlie) of Richardson, Texas; several other
aunts, uncles, and cousins.

Census door knockers to hit the street this week
The enumerators for the United States Census (otherwise known as door knockers) will finally start hitting the streets after a delay due to COVID-19.
According to Census officials, door knockers will hit the streets beginning on Tuesday, Aug. 11 here in Coffee County. If you have yet to self-respond to the 2020 Census, you can expect workers to visit your home in an attempt to get the most accurate count possible. All door-knockers will have proper badge identification with a phone number to call for verification.

Currently, Coffee County is sixth in Tennessee among the state’s 95 counties for best self-response rate.
Local schools likely to shift to hybrid schedule Wednesday, Aug. 12
With active COVID-19 cases climbing and now officially above 0.5 percent of Coffee County’s population of 57,000, all three school systems in the county are preparing to enter what will be called “hybrid learning.”
All three systems made announcements Friday stating that a “probable shift” to hybrid learning was coming soon. Hybrid learning means students will receive a combination of on-site and distance learning.
For Manchester City Schools, the system plans to likely shift to a hybrid schedule on Wednesday, Aug. 12.
For Manchester City Schools, Pre-K – 2nd grades will continue to attend school on the traditional schedule during regular school hours, Monday through Friday.
Grades 3 – 8 will move to the A/B rotation that was communicated on August 5. Students in Group A will attend in person on Mondays and Wednesdays. Students in Group B will attend in person on Tuesdays and Thursdays. Fridays are Distance Learning days for students in grades 3-8. Exceptions to this schedule have been communicated to affected families.
“The impact of going to a hybrid schedule will reach many in our community,” explained director of schools Dr. Joey Vaughn. “We are currently examining alternatives for families with students in grades 3 through 5 who need child care assistance during the school day. That information will be communicated by Tuesday, August 11.”
Vaughn added that once a change is made to hybrid learning, the case rate will need to fall below 0.5% of the population for “at least two consecutive weeks” for the district to return to traditional learning.
Meanwhile, Coffee County Schools announced Friday the move to hybrid learning on Wednesday, Aug. 12, barring a trend change to increasing active cases – and cases have only increased since then.
Much like the Manchester City School schedule, on the hybrid schedule, students in Group A will attend on Mondays and Wednesdays while students in Group B will attend on Tuesdays and Thursdays. Exceptions to this schedule will be communicated to affected families. Fridays are distance learning days and no students report to school. Instructions on what needs to be done while students are at home will be communicated by the teacher of record in each class.
For Coffee County Schools, there is one exception to this rule. At North Coffee Elementary, grades 3-5 will do virtual learning for the entire week of Aug. 10-14 due to staffing issues.
Active COVID-19 cases in Coffee County at 321
Active COVID-19 virus cases in Coffee County hit 321 on Sunday, Aug. 9, according to numbers provided by Tennessee Department of Health.
Since testing began in March, there have been 545 confirmed cases in Coffee County. Of these 221 have recovered and three people have passed away. This leaves 321 active cases in Coffee County.
Across the state, there were approximately 38,730 active cases as of Sunday afternoon. Since testing began in March, 5,304 people have been hospitalized and 1,223 people have passed away in Tennessee.
Kathleen Chisam Hennessee
Kathleen Chisam Hennessee was born November 3, 1925, and she passed from this life at the age of 94 on August 7, 2020. She was the daughter of the late Tom and Nannie Webb Chisam.
A long time member of the Forest Mill Church of Christ and was baptized in 1946 by the late Luke Gibbs. She was married in 1946 to her husband Edgar Hennessee who preceded her in death on January 8, 1991.
Survivors are one son, Joe Edd Hennessee and his wife Sandy; two grandsons, Eric (Vanessa) of Murfreesboro and Charlie (Katie) Hennessee of Manchester; two great-grandsons, Eli and Sebastian; two great-granddaughters, Audrey and Rowan; several special nieces and nephews, and a lot of friends.
She was preceded in death by four brothers, Forest Edwin, Mason Ray, and JT Chisam; three sisters, Mary Helen, Juanita, and Audrey.
Kathleen’s hobbies were reading, crocheting, spending time with her family, and going to church.
Funeral services will be conducted at 2:00 PM on Tuesday, August 11, 2020, at Manchester Funeral Home. Burial will follow in Rose Hill Memorial Gardens. The family will receive friends from 12:00 PM until the time of service on Tuesday at the funeral home.

Joey C. Ramsey
Joey C. Ramsey of Manchester, passed this life on Friday, August 7, 2020
at the age of 44. Funeral Services are scheduled for Monday, August 10,
2020 at 2 PM at Daves-Culbertson Funeral Home with burial to follow at Rose
Hill Memorial Gardens. The family will receive friends from 12 PM till 2
PM.
Joey, a native of Nashville was the daughter of the late Marvin Ramsey and
Karen Gilliam Ramsey of Manchester. She loved being with her family and
having family get togethers. She always liked going places, especially out
to eat. She also enjoyed swimming.
In addition to her mother, she is survived by daughter, Dava Rhea Ramsey of
Manchester; brothers, Larry Elkins (Becky) of Manchester and John Elkins
(Debbie) of Greenbriar; sisters, Regena Travis (Bill) of Tullahoma,
Elizabeth Frassrand of Manchester and many aunts, uncles, cousins, nieces
and nephews.
In lieu of flowers, the family has requested memorial donations be made to
Daves-Culbertson Funeral Home.
