9/26/18 — David Brittingham
Funeral services for Mr. David Brittingham, age 83, of Manchester will be conducted at 10:00 AM on Wednesday, September 26, 2018, at Coffee County Funeral Chapel with Bro. Dale Grosch officiating. The family will receive friends from 4:00 PM until 8:00 PM on Tuesday, September 25, 2018, at the funeral home. Mr. Brittingham passed away suddenly at his residence on Sunday, September 23, 2018.
David was born in Xenia, OH to the late Alva Lee and Mary Brittingham. He was a custodian for Coffee County Schools for many years. He loved sports, especially football and baseball. David loved socializing, spending time with his friends, and playing the guitar.
In addition to his parents, David is also preceded in death by his loving wife, Peggy Brittingham; one daughter, Tammy Brittingham; five brothers; two sisters. He is survived by one son, David (Junko) Brittingham; two daughters, Rhonda (Levoy) Hale and Darlene (Leo Brennan) Long; eight grandchildren and nine great-grandchildren.

9/24/18 — Philamenia G. Chaffin
Philamenia G Chaffin of Manchester, passed this life on Friday, September
21, 2018 at her residence at the age of 68. Memorial Services are scheduled
for Monday, September 24, 2018 at 5 PM at the Fredonia Church of Christ in
Manchester.
A native of Maury County, she was the daughter of the late Horace Ward and
Audrey Miller Fly. She was a fun-loving person who had many friends and
enjoyed being with people.
In addition to her parents, she was preceded in death by her husband, Larry
Chaffin.
Mrs. Chaffin is survived by son, Douglas “Ron Jon” Reed and his wife,
Tammy
of Tullahoma; daughter, Tracy Mayo and her husband, Doug of Bloomington,
IN; brothers, Keith “Navaho” Fly of Grundy County and Joe Hickerson of
Manchester; sister, Teresa Hickerson Farless and her husband, Aaron of
Manchester and five grandchildren.
Daves-Culbertson Funeral Home is in charge of arrangements.
Public Building Authority, who oversee MCCCC, Changes Bylaws
Members of the Public Building Authority (PBA) voted at its recent meeting to amend the bylaws of the authority that oversees the financially troubled Manchester-Coffee County Conference Center (MCCCC).
The change now allows for three members from Manchester and the other four can be from anywhere in the county. Before the change the City of Manchester had two, two represented Tullahoma, two represented rural Coffee County, and one member was designated at-large.
The expenses at the center are covered equally by Manchester and Coffee County governments. The City of Tullahoma contributes no money for expenses of the center, but they do contribute to the overall tax base in the county.
One member of the PBA, Greg Sandlin, who is from Tullahoma is not happy about the change. He says that Tullahoma no longer has a guaranteed seat on that board.
In the last four years, the MCCCC has suffered operating losses of more than $1.5 million.
Update on Fatal Shooting in Grundy County
The Grundy County Sheriff’s Office reports a shooting took place in Altamont, TN late Sunday afternoon. An investigation is ongoing into the shooting that injured 3 people and killed one person.
What allegedly began as a domestic situation escalated when 38-year-old John Smith of Jasper, TN went into a home in Altamont and found his wife with another man.
Sheriff Clint Shrum says the man’s wife, 32-year-old Carolyn Powell and an unidentified man attempted to leave the home. Shrum added that they were reportedly shot by Smith. Powell died at the scene.
The woman’s father, 50-year-old Jerone Powell, who owns the home where the shooting took place was also allegedly shot by Smith. Mr. Powell apparently shot Smith, keeping him from continuing to fire.
Smith, is now in custody after receiving a gunshot wound to the head. Jerone Powell’s condition is unknown at this time.
The unidentified man was taken to the hospital. The sheriff added the man has life-threatening injuries.
Sheriff Shrum also said six children were home at the time of the shooting.
The Sheriff says his department is actively investigating and has called in the Tennessee Bureau of Investigation for assistance.
Correctional Officers Graduate from Tennessee Correction Academy in Tullahoma
Shannon Green, Assistant Warden at Bledsoe County Correctional Complex gave the keynote address. Green took the time to encourage the new officers by reminding them to not give up, never stop learning and to honor the Tennessee Department of Correction’s oath.
Several officers were honored with special awards and one even received a college scholarship. The graduation is one of many set to take place throughout the rest of the year as TDOC continues to employee and empower officers as they build a career in corrections.
Marijuana and Meth found on Female after Traffic Stop
According to a police report, Marijuana and meth were found on a driver Thursday after police stopped her due to a Franklin County warrant for her arrest.
Shelbyville Police say that Kathleen May Ledbetter, 36, of South Maple Street, allegedly had .10 grams of marijuana, .03 grams of meth, and drug paraphernalia within a lock box in her vehicle when she was stopped on North Main Street. She was charged with possession of schedule II and VI drugs and paraphernalia, driving on a suspended license and failure to appear.
At last report, Ledbetter was being held on $100,000 bond.

Man in Custody after he took Pictures Unlawfully
According to the Tennessee Bureau of Investigation, 32-year-old Andrew Laten Williams accessed the victim’s phone while she was sleeping and took photos of her partially covered without her consent.
Agents said Williams sent the pictures from her phone to a male acquaintance of the victim.
TBI also learned that Williams took screenshots of photographs of the victim from her phone and sent those to another male acquaintance of the victim.
Last week, Williams was indicted by the Lincoln County Grand Jury on two counts of unlawful photographing in violation of privacy.
He was arrested Thursday and booked into the Lincoln County Jail on $25,000 bond.
State Unemployment Rate for August
Tennessee officials say the state’s unemployment rate continues to remain near historic low levels.
According to preliminary numbers released Thursday, Tennessee’s unemployment rate was 3.6 percent for August or about 0.1 percent higher than it was in July. The state’s unemployment rate had been 3.5 percent for three consecutive months. The all-time lowest unemployment rate was 3.3 percent in September 2017, which lasted until January 2018.
Gov. Bill Haslam says in a statement that the state’s low unemployment numbers reflect a strong economy.
Between July and August, Haslam and labor officials report that nonfarm employment in Tennessee increased by 2,600 jobs.
The state has scheduled to release county unemployment data on September 27. Overall, the leisure and hospitality industry has seen the biggest increases in adding jobs.
9/28/18 — Peter K. Forras
Funeral services for Mr. Peter K. Forras will be conducted at 1:00 PM on Friday, September 28, 2018, at Tullahoma First Assembly of God. Burial will follow in Rose Hill Memorial Gardens. The family will receive friends from 4:00 PM until 8:00 PM on Thursday, September 27, 2018, at Coffee County Funeral Chapel.
Pete of Manchester, went to be with the Lord on Friday, September 21, 2018. He is preceded in death by one daughter, Kimberly. He is survived by his loving wife of 56 years, Nancy L. Forras; four children, Sandy (Brent), Debbie (Mark), Pete (Tina), and Angela (Mark); proud grandfather of six grandchildren, Amanda, Jessica, Michael, Cameron, Carina, and Cassie; five great-grandchildren, Caden, Mason, Penny, Mia, and August. Pete was a loving husband, father, and grandfather.
Pete will be fondly remembered by his many friends for both his humor and many accomplishments. He was an expert in ammunitions and weapons development.
