Questions over Public Building Authority’s Bylaws

More questions are coming up about the Public Building Authority (PBA) who oversees the financially troubled Manchester-Coffee County Conference Center (MCCCC). The PBA voted at its Sept. 14 meeting to amend the bylaws of the authority.
The change now allows for three members from Manchester and the other four can be from anywhere in the county. Before the change the City of Manchester had two, two represented Tullahoma, two represented rural Coffee County, and one member was designated at-large. PBA Board Member Greg Sandlin, who represents Tullahoma, believes that the vote went against PBA bylaws. Sandlin believes the PBA is not a joint venture, rather, that is a singular county entity that oversees a joint venture.
Although the PBA cannot act on Sandlin’s motion during two meetings, Coffee County Mayor Cordell says he has asked County Attorney Bob Huskey to solicit an outside opinion on the matter, CTAS [County Technical Assistance Service].”
It is unknown when CTAS will get back to officials in Coffee County.

Coffee County Election News

Many Coffee Countians are taking part in the 2 weeks of early voting. Election Day November 6th. Early voting continues through November 1, 2018. So far over 6,000 voters have cast ballots, which is over 20 percent of all eligible voters in Coffee County.
The locations for early voting are:
Coffee County Election Commission, 1329 McArthur Street, Manchester, TN 37355, Monday through Friday, early voting will be conducted from 8:00 am – 4:30 pm daily. Saturday early voting hours are 8:30 AM to 12 Noon (Oct. 27).
CD Stamps Center, 810 South Jackson Street, Tullahoma, TN 37388
Monday through Friday, early voting will be conducted from 9:00 am – 4:30 pm daily. Saturday early voting hours are 9 AM to 12 Noon (Oct. 27).
Voters shall show a Federal or State Photo ID when they appear to vote. This is true during early voting and at your election day polling place.
If you do not vote early during these times, registered voters can vote on November 6, 2018, at your assigned precincts, according to your residential address. Hours for all precincts in Coffee County will be 8:00 am – 7:00 pm.
The Coffee County Election Commission, they will meet on Monday, Oct. 29, 2018, at 4:00 PM in the Election Commission office in the Administrative Plaza at 1329 McArthur Street, Suite 6 in Manchester. The purpose of the meeting will be to appoint a new Administrator of Elections. Apparently, this will be done to re-vote for the Administrator position in a public meeting. Andy Farrar was named new administrator in an apparent secret ballot on Oct. 9.
The Commission will also meet on Wednesday, October 31, 2018, at 4:00 PM in the Election Commission office in the Administrative Plaza at 1329 McArthur Street, Suite 6 in Manchester. The purpose of the meeting will be to certify voting machines to be used during the November 6, 2018 election.

TBI Database Helps to find Sex Offenders

If you’re worried about your child knocking on the door of a sex offender or predator this Halloween, you can check to see where sex offenders and sex predators live before you and your kids go trick or treating.
The State of Tennessee provides a special database that is easy to use.
Parents and guardians can visit the TBI sex offender locator map to search for all registered sex offenders and predators living within an area. Go online to tn.gov/tbi
In addition to knowing where sex offenders are before sending children out to trick or treat, there are other steps parents can take to protect children. Here are some simple ways to ensure a safer Halloween:
• Make sure children are not trick or treating alone. They should go with a group or with a trusted adult;
• Remind trick or treaters about road safety— look both ways before crossing the street and use the side walk and crosswalks when possible;
• Equip children with a light source such as a flashlight or glow stick;
• Tell children to never go into the home of a stranger and do not approach a house without any lights on.

Local Elementary Students Surprise Custodian

A kindergarten class at Hickerson Elementary School surprised their school’s longtime custodian for his 60th birthday by singing to him — in Sign Language.
The Tennessean reports the class posted a video of the surprise on Facebook Tuesday.
It shows custodian James Anthony laughing in disbelief and bringing his hands to his head as the children signed the “Happy Birthday” song.
Anthony has worked for the Coffee County school system since 1991 and is hearing-impaired, but he can read lips. The children learned the song with the help of a teacher, teacher’s aide and nurse.

Coffee County Young Sportsman Deer Rally is Saturday

The first of two Tennessee young sportsman deer hunts for the 2018-19 season will be held the weekend of Oct. 27-28.
Youth ages 6-16 years of age may participate. Participating youth can use gun, muzzleloader, and archery equipment.
Young sportsmen must be accompanied by a non-hunting adult, 21 or older who must remain in position to take immediate control of the hunting device. The adult must also comply with the fluorescent orange regulations as specified for legal hunters. Multiple youths may be accompanied by a single qualifying adult.
The annual Coffee County Young Sportsman Deer Rally will be held on Saturday (October 27, 2018) at the Coffee County Fairgrounds from 9:00 a.m.-1:00 p.m.
Sponsors and committee members would like to invite all eligible hunters (ages 6-16) who participate in the Statewide Young Sportsman Deer Hunt to attend this year’s 14th annual event. Admission is FREE, including lunch beginning at 10 a.m. Successful hunters can check in their harvest at the event beginning at 7:00 a.m. and will be entered into a contest.
Vendors will be set up to exhibit the latest in hunting products. There will be lots of prizes given away. This is a non-profit event with all proceeds used to conduct the event.

10/27/18–Thelma Irene Wright

Thelma Irene Wright of Tullahoma, passed this life on Wednesday, October
24, 2018 at her residence at the age of 89 years. Graveside Services are
scheduled on Saturday, October 27, 2018 at 11 AM at Winchester Memorial
Park.

A native of Winchester, she was the daughter of the late Aubrey and Jimmie
Casteel. She enjoyed working puzzle books and watching game shows and the
“Golden Girls” on TV. She was loved to garden and enjoyed canning.

In addition to her parents she was preceded in death by her husband, Elmus
Wright, daughters, Audrey Anderson and Martha Wright; brothers, Edward
Casteel and Harold “Buck” Casteel and sisters, Ruby Waller and Jewel
Ellis.

She is survived by daughters, Paula Lambrecht and Janice Sherrick, both of
Tullahoma; five grandchildren, thirteen great grandchildren and 2 great
great grandchildren.

10/27/18–Lexie Floyd

Funeral services for Mrs. Lexie Floyd, age 90 of Manchester, will be conducted at 1:00 PM on Saturday, October 27, 2018, at Coffee County Funeral Chapel. Burial will follow in Welker Cemetery. The family will receive friends from 5:00 PM until 8:00 PM on Friday, October 26, 2018, at the funeral home. Mrs. Floyd passed away surrounded by her loving family on Thursday, October 25, 2018, at St. Thomas – Rutherford in Murfreesboro, TN.

Lexie was born in Livingston, TN to the late Robert and Bertha Carr. She was a member of New Union Church of Christ. In her spare time Lexie loved quilting, cooking, and canning. She was a loving wife, mother, and grandmother.

In addition to her parents, Lexie is also preceded in death by three brothers, R.H. Carr, J.T. Carr, and Marvin Walker; two sisters, Minda Cantrell and Myrtle Justice. She is survived by her loving husband of almost 70 years, Buford Floyd; three sons, Dale Floyd, Keith Floyd, and Dennis (Stella) Floyd; one daughter, Debbie (Coy) Brinkley; one brother, Millard Carr; one sister, Willie Shelton; seven grandchildren, and eleven great-grandchildren.

10/27/18 — Charles M. Garvin

Charles GarvinCharles M. Garvin of Manchester, passed this life on Tuesday, October 23, 2018, at Manchester Health Care Center at the age of 72 years. Funeral Services are scheduled for Saturday, October 27, 2018 at 2 PM at Daves-Culbertson Funeral Home. Visitation with the family will be from 1:00 to 2:00 PM Saturday. Burial will be held Monday, October 29, 2018 at 2:00 PM Eastern Standard Time at the National Cemetery in Chattanooga, TN.
A native of Rutherford County, Blackman Community, he was the son of the late John and Dovie Ross Garvin. Mr. Garvin retired from the United States Army, he was a Licensed Auctioneer, enjoyed attending auctions and hunting for bargains, he also enjoyed working in his yard and raising blackberries. Mr. Garvin attended Hillcrest Baptist Church in Manchester.
He is survived by his wife, Estell of Manchester; sons, Charles and David Garvin both of Manchester; brothers, Earl Garvin and Ronnie Garvin of LaVergne, TN. and Jerry Garvin and wife Rhonda of Smyrna, TN.; sisters, Juanita Kennedy and Judy Odom both of Smyrna; grandchildren, Johnathon Garvin and his wife Jessica of Manchester and Christopher Garvin of Manchester and one great grandchild, Jailynn Garvin.

10/28/18 — Patrick Moore

Patrick Moore passed this life on October 23, 2018. He was born December 14, 1951 in Mendota Illinois to Ambrose and Charlotte Moore. Patrick graduated from Shabbona High School and attended Kishwaukee College. He moved to Tennessee in 1986 and worked a variety of jobs including electronics, computer repair, and auto sales. His hobbies included playing the piano and the drums (being a member of the Jackson Roundhouse Band and the Bottom Line Band), performing magic tricks and card tricks, and most especially making people laugh. Patrick most recently was attending River of Life Church.

Survivors include one sister Erin (Wayne) Smith of Tullahoma, three brothers: Michael (Jeri) of Woodridge, IL, Kevin (Jodi) of Mendota, IL, and Timothy of Bloomfield, CT. “Uncle Pat” is also survived by his nieces and nephews Christopher, Shanon, Katie, Julie, Jessie, Jake, Abby, Katelyn, and a great niece Ceiva. Lastly, Patrick is survived by his very very dear friend Kristy, a true angel that was sent to stand with him in good times and in bad even up until his last night on this earth.

A celebration of Life will be held at Rock Creek Springs Venue, 211 Bandywood Lane, Tullahoma TN on Sunday, October 28 at 2:00 pm. In the event of rain, it will be moved to River of Life Church, 106 Spring Creek Road, Estill Springs TN. Memorials may be sent to Coffee County Humane Society and Tullahoma Animal Shelter.

Myrtice R. Stinson

Myrtice R. Stinson of Lynchburg, TN passed this life on Tuesday, October 23,
2018 at the Lynchburg Nursing Center at the age of 82. Memorial Services
will be scheduled at a later time.

A native of Madison County, NC, she was the daughter of the late Alonzo and
Vainie Davis Roberts. She was raised in the mountains of North Carolina
and never lost her love for the outdoors. She enjoyed gardening and going
to flea markets and yard sales. Most of all, she loved her Lord.

In addition to her parents, she was preceded in death by two sisters,
Murphy Roberts and Myrtle Roberts.

Mrs. Stinson is survived by her husband of 62 years, Howard Stinson of
Lynchburg; son, Chris Stinson and his wife, Trina of Lynchburg and two
grandchildren, Aaron and Jacob.
