Former Substitute Teacher Charged With Aggravated Assault Of An 11 Year-Old Boy

Jail2A former substitute teacher in Moore County was arrested last Friday on charges of aggravated assault involving an 11 year old boy.
There are allegations that Terry Fults, 34, of Twin Cedars Lane, Tullahoma had the boy in her residence when her husband was out of town on business and that the boy slept in her bedroom with the door closed.
There are also other allegations, one of which where she allegedly allowed the boy to drive her vehicle with her children inside.
Fults was released Monday on a $100,000 bond and is to appear in Moore County General Sessions Court on Nov. 18.

Winchester Man Arrested, Charged With Murder & Kidnapping

Special Agents from the Tennessee Bureau of Investigation have obtained indictments for a Winchester man accused of kidnapping and murdering a Morrison woman.
At the request of 12th District Attorney General J. Michael Taylor, TBI Special Agents began investigating Robert Troy Whipple on April 27th. Early that morning in Decherd, a Tennessee Highway Patrol trooper attempted to initiate a traffic stop of Whipple’s vehicle. A pursuit soon followed through Franklin County, after which Whipple crashed the vehicle at a dead end in the area of Chase Bend Road and Rahn Drive in Estill Springs. When Whipple exited the vehicle, he brandished a bladed instrument and stabbed a Franklin County deputy twice in the right hand and cut the deputy below his right eye. Once authorities detained Whipple, they discovered the remains of a female in the vehicle’s front passenger seat. Forensic analysis later identified the woman as Bridgette Haley, a 46-year-old woman from Morrison, TN. During the course of the investigation, TBI Agents developed information which led to Whipple as the individual responsible for Haley’s death.
On Monday, the Franklin County Grand Jury returned indictments for Whipple, charging the 47-year-old with one count of First Degree Murder, one count of Felony Murder, and one count of Especially Aggravated Kidnapping. Tuesday, Whipple was booked on the charges at the Franklin County Jail, where at the time of this release, he was being held on an undetermined bond.
Authorities previously arrested and charged Whipple in connection to the April 27th pursuit and the assault of the Sheriff’s deputy. The investigation by the TBI, the Franklin County Sheriff’s Department, the Tennessee Highway Patrol, and the Estill Springs Police Department remains active and ongoing.

Tennessee Receives $5 (M), To Try and Reduce The Rate Of Suicides In The State

grant_moneyTennessee Department of Mental Health and Substance Abuse Services has been awarded two federal grants totaling nearly $5 million dollars, to reduce the rate of suicides in the state. The funds, from the United States Department of Health and Human Services’ Substance Abuse and Mental Health Services Administration (SAMHSA), will be focused on preventing suicides statewide.
“The rate of suicides in Tennessee has been steadily increasing since the late 1980s,” said E. Douglas Varney, Commissioner, Tennessee Department of Mental Health and Substance Abuse Services (TDMHSAS). He went on to say, “Suicide is a serious public health problem and a subject people are still very hesitant to talk about. These grant awards will allow us to address this threat and save lives.”

Suicide is the 2nd leading cause of death
• Youth 10 to 24 years old
Suicide is the 3rd leading cause of death
• Adults 35 to 64 years old
Represent 70% of all suicides in 2010
Educating mental health providers statewide is key to preventing suicides in Tennessee. By training more professionals to identify people who may be in crisis and potentially suicidal, there is more opportunity to intervene and save lives.
Tennessee, New York, New Mexico and Oklahoma are the only four states to receive a federal grant for adult suicide prevention.

Important Information From The Coffee County Anti-Drug Coalition

Coffee Co. Anti DrugIn a survey conducted through the Coffee County Anti-Drug Coalition, 1,923 students participated, giving the coalition solid feedback on the real scope of the drug/alcohol related problems that exist in Coffee County.
The average “age of onset” (first use, whether it continues in addition or not) that students in our county try smoking cigarettes is 13 years old, according to information gathered through the Pacific Institute for Research & Evaluation (PIRE, 2013).
In a 2013 survey, 15 percent of our students had reported using marijuana in the past 30 days. 22 percent of students who participated in the same survey reported using illicit drugs in the past 30 days (this excludes those who abused prescription drugs). For the latter statistic, this means that in the last month over 400 students chose to use illicit drugs.
Also, 13 percent of our students in Coffee County start drinking alcohol on a regular basis at 14 or younger; of these, nearly 50 percent are very likely to become dependent on alcohol at some point in their lives. This is according to the most recent numbers available through the Coffee County Anti-Drug Coalition.
The Coffee County Anti-Drug Coalition is a local non-profit organization that receives federal funding from the Drug-Free Communities grant, among others, to conduct anti-drug and anti-alcohol abuse campaigns and initiatives in our community that will benefit its residents. The Coalition advocates for policy and community-level changes that may be necessary in reducing rates of abuse and increasing overall community health and well-being.

The Coffee County Central High School girls’ soccer team celebrated their 2014 season with their end of year banquet on Tuesday night at the Manchester-Coffee County Conference Center. In addition to the awarding of varsity letters, Coaches David Amado, Kandi Shemwell and Lee Xixis honored several award winners:

The recipe for success for the 6th grade CCMS Lady Raider basketball team has been run their offense and play tenacious defense. On Tuesday night, the Lady Raiders used that combination together better than they have all year long in a 48 to 12 win over Harris Middle. Coffee County held Harris to no more than 4 points in each quarter as eight different Lady Raiders scored baskets. Bella Vinson was the high scorer on the night as she dropped 22 while Keri Munn continued her dominant post play with 8 points. Reagan Ellison came off the bench for 5 points and Amelia Prater added 4 points.

The boys were just as dominant in their contest as they beat the Harris boys 30 to 11. The Red Raiders held Harris to just 1 free throw and 1 field goal in the second half with their strong defense. On offense, Jaxon Vaughn scored 11 points while Trenton Scrivnor added 8 points and Hayden Hullett scored 6.
The 6th grade teams conclude their season on Friday night as they travel to Morrison. The girl’s game will tip off at 6 PM.

11/9/14 —- Bruce Edward Rayfield

Funeral services for Mr. Bruce Edward Rayfield, age 49, of Manchester, will be conducted Sunday, November 9, 2014 at 2:00 PM at Coffee County Funeral Chapel with Brother Ray Marcrom officiating.

Interment will follow at Forest Mill Cemetery.

Visitation will be held Saturday, November 8, 2014 from 4:00 PM until 8:00 PM at the funeral home.

Mr. Rayfield passed away Tuesday, November 4, 2014 in Chattanooga, TN.

He was born May 14, 1965 in Murfreesboro, Tennessee the son of Mrs. Stella L. Rayfield and the late Everett S. Rayfield.

He graduated Coffee County Central High School in 1983 and began his lifelong career in the heating and cooling business. He was owner and operator of Rayfield’s Heating and Cooling in Manchester. In addition, in previous years, Bruce taught heating and cooling classes to students at Coffee County Central High School. He had a passion for the water, whether it be barefoot skiing on the lake or deep sea fishing while on a trip to the beach with his family. One of the most beloved family traditions over Christmas the past several years, has become taking the entire family to a special destination to enjoy true family time. Previous trips included Mexico, Jamaica, and the Bahamas. Bruce loved everyone and everyone loved him. He adored his family and will be missed forever in their hearts by all who knew him.

Survivors include his loving wife, Kinda Dykes Young-Rayfield, his five children, Taylor Rayfield, Kohl Young, Karson Young, Bella Rayfield and Livy Rayfield. Also surviving are his mother, Stella L. Rayfield, and sisters, Judy Spears and husband, Jimmy, Vickie Ham and Penny Stringer and husband, Kip and numerous nieces, nephews, cousins and loving friends.

Those wishing to make memorial contributions in honor of Bruce may make those any library in the Coffee County School System towards books in honor of Bruce.

Funeral services for Mrs. Nancy W. Duke, age 75, of Manchester, will be conducted at 11:00 AM on Saturday, November 8, 2014 at Trinity Baptist Church in Manchester with Pastor Scott Parkison officiating.

Burial will follow in New Redden Cemetery.

Visitation with the family will be from 4:00 PM until 8:00 PM on Friday, November 7 at Manchester Funeral Home and from 9:00 AM until time of service on Saturday at the church.

Mrs. Duke passed away Wednesday morning at her residence, surrounded by her loving family.

Mrs. Duke was born in Wilson County, TN, the daughter of the late Walter L. and Blanch Lowe Wrather.

Before retirement, Nancy was the secretary to the Superintendent of Schools for Coffee County Board of Education. After retirement, she enjoyed spending time with her grandchildren and traveling with her husband. She was an active member of Trinity Baptist Church, where she taught Sunday School for many years.

In addition to her parents, Nancy was also preceded in death by two brothers, Fred and Ralph Wrather; one sister-in-law, Francis Wrather; three brothers-in-law, Wendell Price, David Craighead, and Charles Todd

She is survived by her loving husband of 56 years, Melvin Duke of Manchester; four children, Jeff (Nancy) Duke of Murfreesboro, John (Joleana) Duke of Rockvale, Jill Taylor of Murfreesboro, and Jackie (Ron) Wright of Manchester; one sister-in-law, Sue Wrather; six brothers, Joseph “Billy” Wrather, Sam (Linda) Wrather, Larry (Donna) Wrather, Warren (Carol) Wrather, David (Linda) Wrather, and Bruce (Gail) Wrather; three sisters, Cora Ella Price, Dorothy Craighead, and Naomi Todd; eight grandchildren, Anna (Matt) Frye, Abby Duke, Austin Duke, Joel Duke, Jake Duke, Bryan Taylor, Kacey Wright, and Matthew Wright; and many nieces, nephews, and cousins.

AaronsluckydogThe Aaron’s Sales and Lease Student of the week for 31 October 2014 is Sebastian Carmona. Sebastian is in fifth grade at Westwood Elementary School in Manchester. He is the son of proud parents Luis and Araceli and has a little brother. He was nominated for this award because he academically minded, excellent student and helpful to all classmates. Sebastian plays soccer and basketball. They are also his favorite things to do outside of school. His favorite subject is social studies because he enjoys the stories of history. He hopes to be an industrial engineer one day, like his Dad. Sebastian was presented with a plaque (courtesy of K&S Trophies of Tullahoma) and a set of tickets to an up-coming Nashville Predators game.
