“Joe Moon Act” moving forward in State Legislature
Before the deadly crash, a Coffee County deputy stopped a vehicle for a traffic violation.
Authorities said the passenger was attempting to hide from the view of the deputy before the two suspects fled in the vehicle.
The two people inside the vehicle were the driver 21-year-old Kayla Brooke Hickey of McMinnville and 22-year-old Charleston Dakota Ortega of Rock Island.
During the pursuit, the suspects’ vehicle, driven by Hickey, attempted to hit a Coffee County deputy head-on at the Highway 41-55 intersection in Manchester.
Hickey’s vehicle then struck a truck being driven by Moon on South Jackson St in Tullahoma. The impact of the crash caused the truck to roll over and burst into flames.
As a result of the crash State Rep. Judd Mathney has proposed the “Joe Moon Act,” the bill looks to impose stricter penalties on drivers who run from police and either injure or kill someone as a result.
The bill got approval in a house subcommittee on Tuesday and will move forward to a full committee for discussion.
One Arrest leads to More
James Goff, 23, of Pleasant Road, Estill Springs was charged manufacture/delivery/sell of drugs, drugs in a drug free zone, possession of paraphernalia, two counts of resisting arrest and evading arrest after being arrested on Feb. 24 by Sheriff’s Investigator James Sherrill and Deputy Brandon Reed.
According to a warrant, deputies spotted Goff in a vehicle on South Maple Street in Tullahoma and was known to have active warrants and had evaded arrest on Feb. 20 during a traffic stop.
Tullahoma Police Investigators Johnny Gore and Tyler Hatfield joined the deputies in attempting to stop the car that Goff was a passenger.
The warrants state that Goff continued to resist arrest but he was placed into custody.
The warrant obtained by Sherrill states that they found 14.5 grams of marijuana in three separate bags along with rolling papers. Investigators state that Goff was arrested near East Lincoln School on Lincoln Street so he was charged with having drugs in the drug free zone.
Goff was booked into the Coffee County Jail under a bond of $76,500. He is to appear in Coffee County General Sessions Court on March 20.
Another person in the vehicle on Feb. 20 was Shilo Cyree age 24 of East Grundy St Tullahoma, she was later charged for active warrants on theft of property and bonded out. She now faces a violation of probation charge.
This is the same traffic stop we reported on where Tommy Lee Harmon III, age 24 of Bryan Blvd Manchester was arrested for driving on revoked/suspended license, manufacturing/delivering/selling/possession of a controlled substance and unlawful drug paraphernalia uses and activities.
Six Years Later Shelly Mook Still Missing
Shelley Mook was last seen on February 28, 2011 after dropping off her young daughter at her estranged husband’s Shelbyville home.
Her car was later found burning in a field in Rutherford County.
Mook’s estranged husband has been the only person of interest in the case, but he has never been charged in her disappearance.
Several searches over the years including some in Coffee County have turned up nothing.
Tyler Mook was found guilty of trying to kill a different woman in 2014.
According to police in Florida, Mook threw his girlfriend off of a boat and attempted to hold her under water. Tyler’s brother Andrew Mook managed to pull him off.
Tyler Mook has maintained that he had nothing to do with Shelley’s disappearance.
The Tennessee Bureau of Investigation still has the case open.
Anyone with information about the case should call 1-800-TBI-FIND.

The conference tournament begins March 6 in Morristown on the campus of Walters State, and the Bucks are the No. 1 seed. Motlow’s first tournament game will be Wednesday, March 8 at 2 p.m. EDT, against the winner of the opening round contest between No. 8 seed Jackson State and No. 9 Volunteer State.
The Bucks (25-5, 14-4) won the TCCAA regular season title and with it clinched a berth as a regional qualifier in the National Junior College Athletic Association Tournament in Hutchinson, Kansas, beginning March 20. The Bucks could earn a better national tournament seed if they can win the conference tournament next week. Motlow enters the week ranked No. 19 in the latest NJCAA poll.
Motlow struggled early with the Generals on Saturday, leading only 28-24 at the half. However, the Bucks’ depth and balance showed itself in the second half as Motlow outscored the home team 49-25. The Bucks used the formula that has carried them to one of the best records in school history; 21 assists on 29 made baskets with 16 steals and 46 rebounds.
Murfreesboro freshman Isaiah Hart set a new school record by recording five steals. He now has 107 steals this season, breaking the old mark of 103 set by DeShawn Bowman in 2001-02. Earlier this season Hart also set the new single-game record when he recorded 10 steals on Jan. 25.
Jalen Bell led six double figure scorers with 13 points and eight rebounds, with Rashawn Fredericks securing another double-double by scoring 12 points and hauling down 11 rebounds while adding three steals. Damarcus Williams scored 11 and pulled down eight rebounds with two steals.
Javion Hamlet scored 10 points with 10 assists and is now second on Motlow’s all-time single season assist record board. He needs 47 more to break Larry Mackin’s record of 311 set in the 1973-74 season. Dillon Smith added 10 points, and Hart filled out his stat sheet well by adding 10 points, five rebounds and six assists to his five steals.

The Lady Bucks (25-4, 16-2), ranked No. 21 in the latest NJCAA poll, will open tournament play on Tuesday, March 7 at 6 p.m., when they face the winner of Monday’s game between No. 7 seed Cleveland State and No. 10 Columbia State. The tournament is being held at Walters State Community College in Morristown, and the host team is also the tournament’s No. 1 seed. The tournament winner advances to the NJCAA national tournament.
Motlow was never seriously challenged Saturday in Jackson, grabbing an 18-9 lead after one quarter and 41-23 at the half. Head Coach Bart Walker was able to play his reserves liberally, and Motlow’s statistics were spread somewhat evenly throughout the squad. The Lady Bucks had 24 assists on 29 made baskets and dominated the rebounding 50-24. Motlow recorded 16 steals and forced Jackson State into 17 turnovers.
Kienya Jones continued to set the pace for the Lady Bucks, scoring 15 points and hauling down 17 rebounds with three assists. Shalyn Washington also scored 15 and had six rebounds and two steals. Sara Vujacic, who leads Motlow on the season averaging 14.9 points per game, scored 12 and had four rebounds, four assists and two steals.
Ebony Shaw scored nine points with five rebounds, LisaJo Wygal had six points and two boards, Aja Robertson scored five with two rebounds and two steals, and Taylor Hayes had three points, three rebounds and four steals.
The best Lady Bucks team since the school began women’s basketball in 1974 came in 1989-90 when the team posted a 27-4 overall record. In 2005-06 Motlow was 25-4 overall. Neither of those teams won their conference tournament and no Motlow women’s basketball team has ever been to the national tournament, being held this year in Lubbock, Texas, beginning March 20.
